Biography[]
Born in Gotham City, Carter was an aspiring politician who cared for all minorities. Making friends with the troubled Oswald Cobblepot, Carter helped the Penguin in all his endeavours. Becoming the Governor of New Jersy, Carter realized his old friend had changed for the worse and attempted to take him down. However, Oswald managed to make Carter's life a living hell, forcing Carter to commit sucide in front of a live crowd.
