The Gotham City Police Department was one of the most active Police Departments in the world. It had a 24/7 active department to deal with lunatics and alleged "super-criminals" in Gotham City. Though often aided by the Batman, the GCPD themselves managed to deal with "super-criminals" themselves an abundance of times.
