Detective Spencer was a corrupt GCPD officer. The supplier of Icarus, during the Zero Year Spencer was trying to make more money to try and keep his family safe. However, after being hounded by Barry Allen, Spencer was killed by his own partner, Harvey Bullock. Nonethless, Spencer was given a hero's funeral.
