The Gotham City Rogues were supervillains who operated in Gotham City. These supercriminals normally suffered from a mental disorder, but nonetheless managed to be extremely powerful without the Metagene. Although there were less white collar criminals than the Metropolis Rogues, those as the Penguin did exist. Gotham City was noted for being the birth of costumed criminals, with their own evolution in crime leading to the debut of the Batman.
Many of the Gotham City Rogues were enemies of Batman and Robin, Nightwing, Batgirl and the Brids of Prey. Many criminals, however, held vendettas against the GCPD, whereas some simply wanted the city for their own. Nonetheless, many of the criminals were just those of the insane variety and sought toward differentiating goals all resulting in chaos.
