The Penguin's Empire was the criminal organization of notorious gangster Oswald "The Penguin" Cobblepot. The Empire was the top gang to rise following the collapse of the Red Hood Gang and the dissolution of Falcone's Mob. The Empire managed to supersede many powerful gangs that formed during it's duration, such as Two-Face's Crew, the Joker's Crew and the False Face Society. The return of Falcone's Mob, however, forced Jason Bard to shut down the Mob and the Empire. The Empire was succeeded by Calabrese's Mob.
